Here’s a hint: the workshop is situated directly above a river in the town of Thiers in the department of Puy-de-Dôme in the Auvergne region of central France.

Wow. That is one odd photo. A workshop situated above a river. A water-powered paper mill? Although what they are doing I can’t imagine.
It’s a river-powered carding mill and the men are combing or cleaning the wool sheared from their sheep.
